Axxis IQ (Axxis Industry Qualifications) is proud to work in conjunction with Construction Skills Queensland in the provision of heavily subsidised qualifications. Eligibility requirements apply. 

Eligibility rules can be quite confusing and most find it productive to contact Axxis IQ on 07 3142 0610 to discuss their personal situation.

For the purposes of eligibility under the CSQ Program Agreement, ALL participants MUST meet the following criteria:

Eligibility: Skills Assessment & Gap Training Civil (SAGTC)

  • (a)   An Australian or New Zealand citizen OR permanent resident OR A Visa holder with permission to work and study in Australia, and 
  • (b)   Employed in the Queensland building and construction industry as described below
  • (c)    Must be able to demonstrate RPL in 70% or more of the competencies, only 50% of which (ie of the 70%) can be Credit Transfers.
  • (d)   Must not be enrolled, undertaking, or have completed a HQC program  between 01/10/2024 – 30/09/2025.  The total number of HQC I can enrol in between this term is one (1).

and MUST NOT be:

  1. Employees of an Authority or Employees of other industries as listed below
  2. not already hold a previous Certificate III qualification (with the exception of Certificate III in Waterproofing between 01/10/2024 – 30/09/2025), as this would make me ineligible for SAGTC
  3. Consultants, Supply Chain workers, or
  4. Council workers not engaged in building and Construction work outlined below, or
  5. Apprentices and Trainees including School Based Apprentices and Trainees not in a CSQ designated Apprenticeship/Traineeship and Skilling Queenslanders for Work Trainees
  6. Already funded by an Authority or other such source for delivery of the same training: which includes “fee-Free TAFE” and Federal, State and Local Government funding
  7. International Students
  8. RTO employees or contracted trainers and assessors
  9. Participants seeking verification of competency
  10. Currently enrolled and participating in a school program
  11. Participants excluded under the program rules which includes the program limitations, as described on CSQ website

The right to work in Australia means holding one or more of the following:

   1.   A current green Medicare Card (or providing a current MyGov Medicare snapshot)
   2.   An Australian or New Zealand Birth Certificate or extract (not a commemorative certificate)
   3.  Visa Holder (not including International Student Visas) with relevant permission to work/study and who has been working in the Qld Building and Construction Industry for 6 months or more
   4.   An Australian or New Zealand Passport (up to 6-months after expiry)
   5.   An Australian Citizenship Certificate

Eligible participants must provide evidence they are currently employed and substantially engaged OR been unemployed for less than 6 months, in a role that would meet the requirements of an Eligible Worker in the Construction Industry, OR be Self Employed and substantially engaged in the Qld Building & Construction Industry, who work the majority of their time in one or more of the following:

 •   renovations and extensions of residential and/or commercial buildings
•   installation services for interiors of residential and commercial buildings and associated trades; electrical, plumbing, flooring etc.
•   Work on a CSQ designated Major Project – construction of infrastructure.

Employed and Self-employed workers  in the Queensland civil construction industry doing:

•   land development and site preparation for the purposes of construction
•   works for civil infrastructure 
•   work on a CSQ designated Major Project – construction of infrastructure.
Working on a CSQ designated Major Project and nominated for training by the authorised representative.

Workers employed by the following Government Entities or Corporations are NOT eligible for CSQ programs.

State or Territory Government Departments (excluding local councils)
•   Energy & Public Works – Qbuild, Transport & Main Roads – Roadtek

Government owned Corporations including but not limited to:

  • CS Energy Ltd, Stanwell Corporation Ltd, CleanCo Queensland Powerlink Queensland, Energy Queensland – Ergon; Energex, QIC Ltd, Far North Queensland Ports Corporation Ltd (Ports North) Gladstone Ports Corporation Ltd, Port of Townsville Ltd, North Queensland Bulk Ports Corporation Ltd 

Statutory bodies including but not limited to:

Queensland Rail; Jobs Queensland, Urban Utilities, Unity Water, SEQ Water

Commonwealth Government Departments and agencies including but not limited to: 

  • Australian Army, Royal Australian Air Force,  Royal Australian Navy

Commonwealth Companies (including but not limited to)

  • Australian Naval Infrastructure Pty Ltd, Australian Rail Track Corporation Ltd, NBN Co Ltd, Australian Universities, Mt Isa Mines

Corporate Commonwealth Entities (including but not limited to)

  • Australia Post, Defence Housing Australia
